BOE Approves K-5 Elementary Schools
On Thursday, January 19th, the Board of Education approved a K-5 restructuring plan that will go into effect for the 2012-13 school year. The plan was developed by a 36 member committee that included faculty, administrators, parents, and community leaders.
Daniel Boone, Warrior Ridge and Rebecca Boone will become three separate K-5 elementary schools. There will not be any changes to Black Hawk Middle School or Warrenton High School. According to the restructuring committee’s survey, district parents indicated that changing to a K-5 structure may increase parent involvement and increase communication between the school and home.
Along with the approval of the K-5 restructuring plan, the Board of Education also accepted a recommendation to contract with Business Information Services, LLC for demography services. A major consideration for the district and the demographer will be the walking distance for students and bus route configurations for each attendance center.

Charge of the Committee:
The Committee will:
- develop recommendations to meet the Department of Elementary and Secondary Education’s restructure requirement, due to poor academic performance.
- review status of current academic configuration.
- consider factors that will influence future educational decisions.
- develop recommendations for improvements to existing programs or services.
- develop recommendations regarding future educational needs.

Membership:
A thirty-six (36) member Committee, 50% parents and/or community members and 50% District staff, will be comprised of:
Eighteen (18) Parents and/or Community Members

Four (4) Classified Staff (Transportation, Maintenance, Secretarial, Information Technology, Nurse, Food Service)

The Superintendent will serve as a meeting facilitator, but the committee will be co-chaired by the Asst. Superintendent and a Community member.
Authority:
The Committee will formulate recommendations to the Board of Education. Formal and final plan approval is the responsibility of the Board of Education.
Committee Member Expectations:
The time commitment of Committee members is significant. The Committee will meet in the evening. Each meeting will likely be 2 – 3 hours in length. There will likely be 6 – 8 meetings from October 2011 December 2011. It is important that Committee members attend the first and last meetings and miss no more than one of the other meetings. Subgroups of the Committee may be assigned specific responsibilities that require additional meetings. The Superintendent and the co-chairs will meet more frequently to prepare for Committee meetings.
Process and Timeline:
Following is a general timeline of Committee activities. The activities and the timeline will likely be adjusted as the Committee performs its work.
Mid October: 17-21
The Committee will meet to discuss responsibilities, authority, process and time commitment. It will also discuss resources it will need to perform its duties. Committee members will review all viable options in an effort to maximize student achievement and minimize student disruptions.
Late October: 24-28
The Subcommittees will meet to summarize and prioritize all current restructuring options.
Early November: 7-11
The Subcommittees will finalize their recommendations.
Mid November: 14-28
The Committee will have a comment period to engage the community at large. Will consist of an open forum format and/or written and electronic submission of comments.
Early December: Before December BOE Meeting
The Committee will complete their final recommendation to meet the restructuring requirement of DESE. This recommendation will be shared with the Board of Education at the December Board of Education Meeting for consideration.
Required Resources:
- The District will provide meeting spaces and supplies for all meetings.
- District administration will gather information needed by the Committee. If this information is not readily available, the District may be asked to consider spending District funds to gather the information.
- The District may be asked to consider spending District funds to secure cost estimates to accompany the Committee’s recommendations.
- The District will determine if/when it would be appropriate to enlist the services of a professional demographer.
